The New Zealand Register of Recreation Professionals (NZRRP) Consultation
Skills Active Aotearoa recently conducted a review of the need for outdoor qualifications on the NZ Qualifications Framework. Included in this review were questions around the need to revalidate those qualifications to show currency. The results of the Outdoor Recreation Qualifications Survey 2011 are available

The survey showed that 95% of the respondents believed that there should be some process of revalidating qualifications to show currency. Furthermore, 79% of respondents thought there should (48%) or maybe should (31%) be a website (register) where the public and other stakeholders can see who holds current qualifications.
Skills Active Aotearoa, as the Industry training organisation (ITO) for the recreation sector, has agreed to continue to facilitate the process of creating such a register, which would be known as the New Zealand Register of Recreation Professionals (NZRRP).
This would be a public database on which individuals could choose to register their recreation (including outdoor) qualifications and show the currency of their skills and experience.
Registration would result in a 'Practicing Certificate' being issued to the individual. Each Practicing Certificate would have an expiry date, at which time proof of current skills and experience would be required for renewal of the Practicing Certificate.
Employers, organisations and the public would be able to access the current status of all registered supervisors, leaders, instructors and guides.
The NZRRP would be owned and run by the whole ‘recreation’ sector and managed by a Governance board.
In order to progress this work, a small working group chaired by Skills Active with representatives from EONZ, MSC, NZDA, NZRA and ONZ have developed some initial ideas for the register’s function and structure, governance and the criteria for qualifications to be placed on the register. These initial ideas are outlined in this paper. Feedback into what has been developed to date and further input into what needs to be developed is now invited.
The Governance Board
The potential role of the Governance board:
· Approve the criteria for qualifications to be added to the NZRRP.
· Approve of new qualifications to be added to the NZRRP.
· On going monitoring of qualifications on the NZRRP.
· Ensure that the revalidation criteria for any qualification are credible, affordable and accessible.
· Oversee of the management of the database to ensure it remains fit for purpose.
· Be accountable for ensuring all legal and financial obligations.
· Establish and monitor procedures to achieve the goals of the database.
The working group would like input onto how this Governance Board could best operate.
The criteria for qualifications to be part of NZRRP
It is proposed that the register includes:
· New Zealand Qualifications Framework (NZQF) based qualifications
· Where NZQA based qualifications do not exist, national recognised qualifications (for example, PADI dive instructor qualifications).
These qualifications will have a revalidation process that is deemed credible, affordable and accessible.
